12 ministries among 17 and 9 agencies left as a result of optimization in RK

Almaty. August 6. Silkroadnews - 12 ministries remains among 17 and 9 agencies as a result of optimization of state authorities in Kazakhstan, reports KazTAG.
"I decided on a new structure of government, consisting of 12 ministers, 30 committees instead of 17 ministries, 9 agencies, 54 committees and 272 departments. Among 54 committees remain 30, all nine agencies are reduced and transferred to the Ministry in the form of committees",- said the President of the Republic of Kazakhstan Nursultan Nazarbayev at the enlarged meeting of the government on Wednesday.
"The number of civil servants since 2003 during 10 years, increased by 8.5 thousand people. Today the quantity reached more than 90 thousand", - he added.
The upkeep of the civil servants increased by almost 3.5 times and amounted to nearly 600 billion tenge.
To enter the 30 developed countries, Kazakhstan needs to form an effective government with the transfer of decision-making from the government to the level of ministries without shifting the government.
The Government announced the creation of the Ministry of Health and Social Development, which includes a Ministry of Health and the Ministry of Labour and Social Welfare.
New Ministry of Investment and Development has been mandated by Ministry of Industry and New Technologies, Transport and Communications, Agency for Communications and Information, the National Space Agency.  
The new Ministry of Culture and Sport received the functions and powers of the Ministry of Culture and the Agency for Religious Affairs, Sports and Physical Education.
A new Ministry of National Economy, passed the functions and powers of the Ministry of Economy and Budget Planning, the Ministry of Regional Development. It shall also pass on Statistics Agency, regulation of natural monopolies, protection of competition, consumer protection.
The new Department of Energy transferred the functions and powers of the Ministry of Oil and Gas, Ministry of industry and new technologies in the energy sector, the Ministry of Environment and Water Resources of the environment, all the questions of "green" economy, including policies, coordination and control.
Functions of the Ministry of Emergency Situations transferred to the Ministry of the Interior Affairs.
Financial Police Agency was abolished with the transfer of functions to the agency for civil service and anti-corruption. In this case, the issues of financial and economic crimes are transferred to the Ministry of Finance.
