Carriers of Kazakhstan and Kyrgyzstan have pointed out violation of agreements on transit of goods to the EEU

Astana. March 17. Silkroadnews – Carriers of Kazakhstan and Kyrgyzstan ask to review the restrictions Russia imposed on the transit of goods through the territory of the Eurasian Economic Union (EEU), press service of the Eurasian Economic Commission (EEC) said.

As noted, recently the EEC held the 15th meeting of the Subcommittee on Road Transport. In particular, the participants of the meeting have considered an issue of the so-called TIR Carnets (international road transport) use at the check points at the Russian sections of the EEU external border.

The carriers from Kazakhstan and Kyrgyzstan suggest, the regime envisaged by the order of the Federal Customs Service (FCS) of Russia complicates their activities taking into account a number of agreements on the EEU and violates the provisions of the TIR international convention, the commission’s statement says.

The carnets, as it was explained, were approved by the order of the FCS of Russia dated of December 14, 2015, saying the import of goods into the customs territory of the EEU, transported in accordance with the TIR convention across the border of the Russian Federation, are allowed not at all the checkpoints. From the beginning of 2016 this is possible only at the checkpoints specified by the list from the department’s order.

As a result of the discussion, the members of the subcommittee agreed to hold a joint meeting with the member states’ customs authorities to work out measures to eliminate the problem.

The TIR Carnet (TIR) is an international customs document used as a basis for the entire transit system that confirms the international guarantee for goods transported under the TIR procedure.

The Customs Convention on the International Transport of Goods under the TIR Carnet is an international agreement adopted in 1975 under the auspices of the United Nations Economic Commission for Europe.
