China to attract more civilians to work for army

Almaty. November 14. Silkroadnews - China will attract more civilians to work for the army, “People’s Daily” reported.
“China has revised a regulation on civilian personnel in the military in a bid to attract more talented people to work for the country’s armed forces,” the report said.
The revised regulation, as noted, was jointly issued by the State Council and the Central Military Commission (CMC) and sets out the duties, status, tasks and treatment of the relevant personnel.
According to the revision, the term “civilian personnel in the military” refers to those who work in managerial or professional technical positions, perform their duties in peacetime, but, if necessary, are called to work on active service.
The previous regulation was issued by the State Council and the CMC in 2005.
“The revision of the regulation is aimed to expand the scope of posts of civilian personnel, optimize the personnel structure, save human resource costs and attract more talented people to the military,” the agency quoted statement by the military and civilian personnel bureau under the CMC Political Work Department.
It is also expected that the revised rules will help create a high-quality and professional pool of talent for the army.
Revision of the regulation was supposed to solve such problems as understaffing, inefficient management, unclear career prospects and unattractive salaries, which led to difficulties in recruiting and retaining highly qualified personnel in the army.
