Creation of unified orphan-children database proposed in Kazakhstan
Astana. April 21. Silkroadnews – Creation of unified orphan-children database wuld make the adoption process more transparent in Kazakhstan, as the Deputy Majilis (Lower Chamber of Parliament) Speaker, Dariga Nazarbayeva thinks.
“We are able …to track the whole process in real time, analyse the overall dynamics and evem determine the reasons for violations of custody and guardianship terms and conditions. The citizens who are willing to adopt a child, will be submitting their own information online. This would mean they would not be dependent on bureaucracy and public servants, which in most cases is a source of corruption”, she said at the “Modern aspects of orphan children related legislation and its improvement” round table.
“The current oversight procedures are way too formal. Individuals diagnosed with mental retardation and persons charged with blags are registered as adoptive parents and legal guardians”, Dariga Nazarbayeva said.
Those cases as well as corruption scams would be eradicated with the introduction of new database.
“…it is highly important to eradicate the problems that law-abiding citizens face. As a result, many children are unaccounted for and it is not possible to adopt”, says Nazarbayeva.
