It is noted that the main purpose of its creation is a test of the reform of economic and administrative systems. The work will be conducted on 10 major areas, including the creation of a model of an open economy, the environment and the rural-urban integration.
New District in Changsha is a 12th in a row in China. The first of these areas, Pudong, was established in 1992.
From the statement of the State Council it is noted that the central government hopes to turn the Xiangjiang new area into the high-tech manufacturing base and innovation, which should stimulate the development of Central China and the economic belt along the Yangtze River.
