Kyrgyz Parliament proposes to provide subsoil deposit use without tenders

Almaty. May 11. Silkroadnews – Kyrgyzstan’s parliament proposes to provide the subsoil deposits development without tenders, the amendments to the law “On Subsoil” have been initiated by deputy Kozhobek Ryspaev, KyrTAG informs.

The new wording of the law allows the government, “in exceptional cases”, to provide the fields development without tenders.

“To implement the national projects for the development of the economy, may, with the consent of the Jogorku Kenesh of the Kyrgyz Republic, take a decision on granting the subsoil use right on any free areas to particular person, without tenders, auctions and the first application procedures,” the document says.

According to the deputy, more than a half of the text of the law is a subject to change as the document needs to be improved taking into account the new practices.

“The new draft law of the Kyrgyz Republic “On Subsoil” is designed to improve the regulation of subsoil use, introduce the new procedures and mechanisms to address the shortcomings and fill the gaps existing,” the justification to amendments specify.

The bill has been submitted for public discussion.
