"The prohibition of gambling activities did not lead to the cessation of the activity. In the intervening period it was not possible to eradicate the illegal activities of a casino, as well as activities arcades. It should be noted that this illegal market accompanied by the development of criminal organizations that take control of most of these institutions. In addition, the ban on gambling activities led to direct losses of the state budget amounting to more than 500 million soms per year and the closure of more than 5 thousand jobs. The need for state regulation of gambling activities has no doubt",- said in a help-justification.
The bill would create a specialized international trade fair center, including entertainment and gaming complex.
"At the same services to entertainment and gaming complex will be provided exclusively to foreign nationals only in a closed and specialized area. Thus, entertainment and gaming complex will actually be closed territory fully controlled by the relevant executive authorities", - stated in the draft law.
It should be noted that the draft law defines the necessary minimum requirements for the casino, the order of creation and functioning well as a list of these requirements include location and entertainment and gaming complex in the country.
As recalled by the agency from January 1, 2012 in Kyrgyzstan entered into force a law banning gambling in the country. From this year, a ban included the activities of betting and hit bookmakers.
