Almaty. November 13. Silkroadnews - Only 10% of Chinese couples want to have a second child, says "People's Daily".
"Even under the current legislation, when a married couple can have a second child if one of the parents was an only child, only 10% of households want more children", - says the publication.
By the end of October, 55,851 couples with relevant criteria requested from the Beijing municipal government permission for a second child - says the commission. This legislation is valid in the Chinese capital since February last year.
This is about 1/10 550 000 couples who are entitled to a second child, in accordance with the criteria established in 2013.
Prior to that, the ability to have a second child in an urban area can benefit only those parents who both were the only children in the family.
China's central government further weakened policy toward family planning last October, allowing all couples to have two children. But this change in the legislation must be first approved by the National People's Congress (NPC), the main legislative body of the country.
Yuan Xin, an expert on demography of Tianjin Nankai University, said that with the development of China's economy and society over the past decade has changed the tradition of having many children. Most families tend to have fewer children, especially in big cities like Beijing.
The city will change laws regarding demography and improve the structure, specializing in family planning. It is about building more structures, which take care of the mother's health, about the opening of nurseries and kindergartens, to respond to the increase in the birth rate, the commission said.
