In 2010, to control the rapid growth of cars in the capital, Beijing launched a lottery policy meaning people have to apply for license plates and participate in the lottery before buying cars.
However, due to high demand, the possibility of obtaining a license has become increasingly difficult. Those who do not want to try their luck prefer to buy a car registered in another city, and drive in the city. After the purchase, the car owners only need to put a record online to get digital permits on a weekly basis to drive their cars in the city, the report reads.
In 2015, the authorities issued 50,000 permits per day. In 2016, the number increased to 100,000 per day. Since 2017, authorities have issued 725,000 permits every week. The number turned to be too big, thus, the authorities turn their close attention to the issue.
