Central Asian border guards will learn how to detect the citizens returning from the combat zone

Almaty. April 27. Silkroadnews – The Border Management Programme in Central Asia (BOMCA) will teach the Central Asian countries’ frontier guards how to detect the citizens returning from the combat zone, the program representative Vladimirs Zaguzovs said, KyrTAG reports.

“One of the problems in regard to the spreading of such banned organizations as the ISIS, is the return of those who have participated in illegal fighting. To respond to these challenges, we change a little the subjects of certain activities related to the improvement of the border service agencies officers’ skills to detect and reveal the individuals who return from the war zone when carrying out the border control checks,” V. Zaguzovs said on Wednesday.

He noted that BOMCA also provides the technical recommendations and develops the rules for certain employees of the checkpoints in charge of the border controls operations.

“The project provides some funding for equipment and its placement on the joint borders, it is about 50 thousand euro for each country. We also carry out consultations with both the border and customs authorities in all the countries of Central Asia,” V. Zaguzovs added.

According to the chief of general staff, first deputy chairman of the State Border Service of the Kyrgyz Republic Bakyt Zhyltyrov, the border service does already carry out detention of Kyrgyz citizens returning from the combat zones.

“We carry out the operational orders of special bodies, detain Kyrgyz citizens returning from the war zones. I cannot voice the exact number of such detentions, each case is being studied by the security services and only they and the court can specify the exact number. Not all the people returning back from the risk countries shall be related to the militants participated in the fighting. We reveal those who came from the third countries and deliver them to the special agencies that check if the person in case participated in war operations or not,” B. Zhyltyrov said.
