ECE approved draft agreement on pension provision in the EEU

Almaty. January 21. Silkroadnews - The board meeting of the Economic Commission for Europe (ECE) considered issues of economic and financial policy, technical regulations, customs cooperation and anti-monopoly regulation, the press service of the ECE reported.
“The members of the ECE board approved the draft of the international agreement on pensions provisions for employees in the Member States of the Eurasian Economic Union (EEU)”, the ECE informed on Wednesday.
As explained by the press service, the agreement is designed to ensure freedom of labor mobility within the Union. It is expected that the Treaty will be extended to the pensions provided by the legislation of the Member States. The export of investment part of the state pension will be carried out in full, and the basic pension will be paid by the State of residence.
“The draft document provides for the appointment and payment of pensions in the following order: for employment history acquired prior to the entry of the Treaty, pensions are granted and paid according to the legislation of the countries of the Union and international agreements, including those under the Safeguards Agreements of the Commonwealth of Independent States in the field of pension as of March 13, 1992; for work experience acquired after the entry of the Treaty, the pension is granted and paid by EEU state on which territory the work experience in case was acquired”, the ECE noted.
According to the ECE, the agreement is aimed to ensure equal rights in the area of pensions. Citizens of the Union will have a state guarantee for the pensions accounting for cases with the citizenship in one country of EEU and work experience acquired in another country of the Union.
Also, the document suggests the development of cooperation in the field of pensions within the countries of the Union. Thus, as soon as the international treaty enters into force it will be possible to work in any country of the EEU without loss of employment term and pension for the period of employment in another State of the Union.
“Removing barriers to the free mobility of labor within the Union will enable the citizens of the EEU to become more mobile, choose a job in the country of the Union based on better payment and social benefits terms”, - the ECE believes.
In addition, the ECE approved the draft decision of the Board of ECE providing for approval in February 2016 the common for the countries of the Eurasian Economic Union metrological certification of measurement techniques (methods).
“Approval of the procedure and introduction of a common form of the certificate on metrological certification methodology will ensure the conditions for mutual recognition of certification measurement procedures (methods) by all the States of the Union”, the report informs.
According to the ECE, data on the certified methodology are transferred to the information fund to ensure traceability of measurement order prescribed in the country of the EEU.
