It is proposed to allow citizens to initiate referendum in Kyrgyzstan

Almaty. June 28. Silkroadnews – Kyrgyzstan’s parliament proposes to allow citizens to initiate referendum. The relevant constitutional law “On Referendum” was presented by the leader of the faction “Onuguu-Progress” Bakyt Torobaev at the meeting of constitutional legislation committee, KyrTAG reports.

According to the law, it is jogorku kenesh, government and 10 thousand signatures that may initiate a referendum.
“The following questions cannot be put for referendum – problems of war and peace, early termination or extension of the term of office of the president, calling of the early presidential elections, introduction of changes in taxes and charges on rates, secular regime change, unitary status and territorial integrity, amnesty and pardon,” he said.

Besides, as the draft law states, the question should be raised in a way to avoid any multiple interpretations.
B. Torobaev also added, a referendum shall be considered as valid in case of 30% voter participation.
A similar bill was initiated during previous convocation, however, that time it was not supported by the parliament.
