Almaty. February 18. Silkroadnews - Kazakhstan is far behind the other countries for many years because of its social health insurance system closing, such an opinion was expressed by the Deputy Prime Minister of Kazakhstan Dariga Nazarbayeva, KazTAG reports.
“At present a very active awareness-raising activities start. There are so many different explanations, interpretations, fears and horrors whipped up to people around the health insurance issue by the so called information carriers not always conscientious. Indeed, this topic requires an explanatory work,” - D. Nazarbayeva said at the extended session of the Ministry of Health and Social Development on Thursday.
“People say why do we need the health insurance, moreover, we used to have it and got a negative impact: money stolen, those liable people disappeared, and, in my opinion, remained unpunished, as far as I understand it. Yet, unfortunately, it was wrong to immediately put an end to the health insurance system. It was necessary to take into account the mistakes made that time and resulted in these abuses, but then move on. But as everything was closed, we, of course, stood far behind the progress for many, many years,” - she added.
According to D. Nazarbayeva, health insurance is a system of financing of medical institutions, focused not on the development of resources, but on the interests of patients seeking medical advice.
She noted that the insurance money shall follow “the patient”.
“The same thing will happen with the money that are allocated on almost every citizen of the country, to provide him/her with free medical services. Again the word “free” here is a relative concept, as actually such service is paid by all the working people of Kazakhstan. In this case we, as it turns out, build a mutual benefit fund,” - D. Nazarbayeva said.
According to her, the system will have equal conditions to finance private and public health facilities.
