Kazakhstan retail market of petroleum products is in a critical situation due to shortage of fuel

Almaty. August 1. Silkroadnews - Kazakhstan retail market of petroleum products is in a critical situation due to lack of fuel and the sluggishness of a single operator for the supply of petroleum products from Russian Federation to Kazakhstan, says Chairman of the Kazakhstan Fuel Association, Bolat Auetaev.
"Currently, the market of fuels and lubricants in Kazakhstan is in a critical situation due to the scarcity of petroleum products. Some gas stations have to limit the sale or switch completely to the coupon system service", - quotes KazTag on Friday.
According to him, in July AI-92 deliveries to the domestic market decreased by 2.6 times compared to the same period in 2013 and January 2014.
B. Auetaev said that currently the wholesale price of AI-92 is 115 tenge per liter.
"KazMunaiGas Onimdery" LLP defined as a single operator for the supply, in June imported from Russia only 20 thousand tons of light oil from the scheduled 118 thousand tons.
According to him, from April to July, the operator had to put 305 thousand tonnes of Russian A-92, 6 thousand tons of AI-80 and 36 thousand tons of diesel fuel.
"However, according to the letter of "KazMunaiGas Onimdery" LLP from July 14, 2014, in the agreements was mentioned only AI-95 not AI-92, therefore no one liter of this fuel was imported. After repeated requests by the association on the issue to the public authorities concerned about the illegitimacy of import restrictions as a violation of several provisions of the law of the Republic of Kazakhstan "On Competition", the Ministry of Oil and Gas and the Ministry of Transport and Communications canceled the action of the above joint order"- he said.
At the same time Bolat Auetaev mentioned that Russian wholesale prices for petroleum products are impassable.
"The wholesale price is higher today than retail. In some cases, they work at a loss"- he said.
