Kazakhstan to simplify state border crossing procedures for sea vessels and air transports involved in subsoil use operations

Almaty. July 15. Silkroadnews – Kazakhstan’s Ministry of Energy developed and submitted to the public authorities the drafts of government resolutions on the border crossing rules for the transports involved in subsoil use operations, KazTAG reports.

“According to the amendments and rules developed, sea vessels and aircraft involved in subsoil use operations on offshore fields will be allowed to cross the state border of the Republic of Kazakhstan several times during a year without passing the border, customs or other controls when using the permits by the Border Service of Kazakhstan’s National Security Committee. The permit validity is one year, after the expiry a new permit to be issued”, statement published on the website of the republic’s ministry of energy says.

The draft regulations establish requirements to undergo through the control procedures of the Border Service of Kazakhstan’s National Security Committee to prevent possible violations when crossing the country’s state border, the statement informs.

It explains, “these rules adopting will help to simplify the procedure of crossing the state border of the Republic of Kazakhstan in the course of mining operations and development of exploration of hydrocarbon deposits in the Kazakhstani sector of the Caspian Sea”.

Among the documents developed there are rules for issuing permits allowing multiple crossing of the state border of Kazakhstan for the national and foreign sea vessels and aircraft involved in mining operations within the contract area located on the continental shelf.

Another rules developed assume multiple crossing of the Kazakhstani border outside the designated air corridors without passing the border, customs (in terms of customs operations related to the transport’s arrival (departure)) and other types of control for the Kazakhstani aircraft conducting delivery of people, goods and products from the territory of Kazakhstan to the artificial islands, installations/structures, floating drilling rigs, including floating hotels located in the water area of the continental shelf, or from the artificial islands, installations/structures, floating drilling rigs, including floating hotels, to the territory of the Republic of Kazakhstan.

The Ministry of Energy also considered the rules of control over the Kazakhstani and foreign sea vessels and Kazakhstani aircraft involved in mining operations in the contract area located on the continental shelf of the Republic of Kazakhstan.
