To remind, starting from January 1, 2017, Kazakhstan introduced a new simplified regime to attract foreign labor. This newly introduced regime reduces terms for labor permit issuing and cancels the administrative requirements for employers. Instead, the employers must pay the tax levy. The tax rates are set within the range from 137 to 250 monthly calculation indices (MCI), depending on category of foreign labor and the industry in case. With this the employers are also to comply with the number of locally recruited personnel requirements: for managers and their deputies – local staff should account for not less than 70% of number of persons employed; for professionals and skilled workers – not less than 90%.
