President of Tajikistan called to stop investing in the construction of palaces

"Appropriate government agencies and authorities, businessmen and other citizens should stop investing in Non-manufacturing sphere, including the construction of palaces and luxury homes and take steps for the formation of productive capital, introduction of new technologies and on this basis create new jobs," - According to the press service of the President of Tajikistan.
This statement was made by the President of Tajikistan at the government meeting on the socio-economic development for 5 months of the year and goals for the future.
In particular, after the report of the responsible authorities, Emomali Rahmon noted that, despite the difficult global economic situation, the Government of Tajikistan was able to provide a positive trend of economic development and perform some basic macroeconomic indicators and social obligations.
At the meeting it was announced that in January-May of GDP growth was 13.5 billion TJS ($ 2.7 billion), compared to the same period in 2013 the growth rate is 6, 5%.
It was also noted that in 5 months. last year's GDP growth rate was 7.3%, and therefore the rate in 2014 may not be satisfactory.
It was noted that, despite the execution of the state budget, plan of three types of taxes and customs duties are not fulfilled. As a result, the country's budget did not received more than 118 million Somoni ($ 23 million).15 cities and districts have not performed a plan of taxes, as a result the state budget did not receive 71 million Somoni ($ 14.2 million).
Size of underpaid amount of taxes and payments for the June 1, 2014 made up more than 650 million Somoni ($ 130 million).
The Head of State also noted that today there are many opportunities to increase tax revenues, including taxation sphere of subsoil use and natural resources.
In addition, it was noted that the volume of the country's economy by 2020 should increase by 2 times, GDP per capita - not less than 1.5 times. Rahmon has identified the main objectives of the economic policy of the Government of Tajikistan - a gradual improvement in the quality of life and reduced of poverty level to 20%.
In particular, it was emphasized that for 5 months volume of foreign trade turnover of Tajikistan increased by 8.6%. Export is 4.6 times less than imports. Based on this fact, the Ministry of Economic Development and Trade of the country, together with relevant departments is instructed to take measures to prevent and eliminate the negative effects of the country's dependence on imported goods. This can be achieved through the development of growth of import-substituting and export-oriented production.
RT President mentioned the activities of new cement plants, stressing that during 5 months cement production is carried out a volume of nearly 400 tons, its imports fell by more than 241 ton compared to the same period in 2013.
Rahmon noted that in 2014 Tajikistan needs to create 317 new businesses and shops for more than 12 thousand job places. He also expressed his worry on artificial and administrative barriers faced by new businesses and shops.
