Project on creation of oil recording information system to be implemented in Kazakhstan

Almaty. July 21. Silkroadnews – A public-private partnership project to create oil recording information system to be implemented in Kazakhstan, KazTAG reports.

“Kazakhstan’s Ministry of Energy announces the beginning of preparation of public-private partnership project “Development of oil recording information system””, press service of the Kazakhstani Ministry of Energy announced on Thursday.

The center, as reported, is to deal with automated collection, processing, storage and use of information on volumes of mining, production, preparation, processing, transportation, storage, sale, shipment, losses, import and export of oil data.

The ministry explained, the new system is expected to provide accurate and timely information to monitor oil production and turnover.

At present, to generate information on oil production, delivery, transportation and processing the Ministry of Energy uses a single database on oil mining and turnover as “formed by the controller on the basis of information submitted by the authorized representatives of subsoil users, transporters, refineries”.
These data, as explained, are gathered manually.

“Thus, there are prerequisites to introduce erroneous or deliberately false information into a single database, such facts have been confirmed by inspections of subjects operating in oil production and turnover sectors”, the ministry officials said.

“A legal entity operating under jurisdiction of the authorized agency in the field of oil and gas and carrying out the single database operation does not have necessary tools to control the data input (...), thus, the discrepancies in the information provided by the subjects can be revealed only in the course of cross-checks”, explained the department’s officials.

Therefore, the Ministry of Energy operates a data “built on the basis of erroneous or deliberately false information”, which entails the adoption of incorrect management and organizational decisions.

“The authorized agency in the field of oil and gas production (Ministry of Energy – Silkroadnews) and other concerned government agencies should be able to use for their work a reliable information, which collection, processing, storage and use are to be carried out through the automated processes”, representatives of the Ministry of Energy summarize.
