The representative of Kazakhstan in the EEC is against Russia's proposal to restrict the importation of alcohol to 5 liters from the countries of CU

Almaty. September 29. Silkroadnews - Member of the colleagues, the Minister for Economy and Financial Policies of the Eurasian Economic Commission (EEC) Timur Suleimenov opposed the proposal on limitation of import of alcoholic beverages by individuals to Russia from the countries of the Customs Union (CU), informs KazTAG citing to the message of the organization.
Regarding the proposals for the introduction of restrictions on the importation of alcoholic beverages, E. Suleimenov noted that legal and regulatory framework of CU and CES, as well as an agreement on the EAEC expressly prohibit the introduction of additional conditions for reciprocal circulation of goods, services and capital. Unity of the customs territory within which the free unhindered movement of goods, services, capital and labor - is an absolute, one of the undeniable advantages that have emerged with the creation of the Customs Union and the Common Economic Space and the future Eurasian Economic Union.
"Introduction of any quantitative restrictions on a separate type of product may cause similar actions by other States in relation to other goods, which ultimately negates the effect achieved by the unity of the customs territory. In this regard, the proposed option for setting a limit to 5 liters by Russian party can not be a solution to this problem",- he said.
According to some projections, if Russia will extend the current rates of excise duty on spirits for the next 2-3 years, Kazakhstan will set the growth rate of excise duty on alcohol in the amount of 33% or more, the difference in rates of 20-30% by the 2017 will dramatically reduce the economic benefits of illegal importation of excise goods and, therefore, the motivation to commit unlawful acts.
