As stated on the eve Prime Minister David Cameron who arrived at the European Union summit in Brussels, the British law on holding a referendum on the future of the United Kingdom staying in the EU came into force.

David Cameron is going to change the nature of the relationship of Great Britain to the continent, proving to voters what London will dictate the agenda in these respects. As a result, he proposed to the authorities in Brussels four demands: the recognition of the EU multi-currency union and competitiveness within the community, expanding the powers of national parliaments in EU law-making activities and the tightening of immigration legislation to block the access of migrants from the EU to the social benefits and privileges in the UK. According to the prime minister their implementation should provide a basis to support the idea of ​​preservation of the country by the British as part of the community.
Meanwhile, it is reported that the EU summit did not come to an agreement on the requirements of the UK to reform community. As the chairman of the European Council, Donald Tusk, on the first day of the summit, "leaders have expressed a number of concerns in relation to these requirements and agreed to continue negotiations to reach a compromise on all four directions indicated by Prime Minister David Cameron".  According to him, the leaders of the EU and London are going to find a compromise on the requirements of the country, but they are complicated.
The most difficult requirement of the UK in reforming the European Union is the question of a four-year deferral for those arriving in the country of foreigners, including EU citizens, access to the British social benefits, said Donald Tusk. He noted that "for many countries it is unacceptable".
The head of the European Council also added that the next EU summit, to be held February 18-19 in Brussels, Britain and the 27 countries of the Community "must come to a satisfactory solution".
