US President signed a law on sanctions against Russia

Almaty. August 3. Silkroadnews – The US President Donald Trump signed a law on new sanctions against Russia, having said the document includes “a number of clearly unconstitutional provisions”, KazTAG reports with reference to BBC Russian office.
“While I favor tough measures to punish and deter aggressive and destabilizing behavior by Iran, North Korea, and Russia, this legislation is significantly flawed. In its haste to pass this legislation, the Congress included a number of clearly unconstitutional provisions”, Trump said.
The main thing about the new law is that it gives Congress new veto power to block president from removing sanctions imposed on Russia, media remind. Now, to remove the imposed sanctions, the president must file a due detailed request to both chambers’ appropriate committees to consider within 30 days and either agree with the president or deny to him.
To remind, the law brings together and supplements a large amount of documents adopted earlier, after the Crimea annexation and beginning of the conflict in Donbass, on the sanctions against Russia. The law neither directly introduces any new measures nor require the president to introduce them.
In addition to blocking the president’s right to remove sanctions, the law’s key novelties are sanctions for participation in construction and maintenance of Russian pipelines, for participation in foreign oil and gas projects affected by the previous sanctions on Russian companies, sanctions against those suspected of computer hacking attacks, further tightening of credit conditions for companies and banks  subject to previous sanctions, as well as the publication of detailed reports on persons close to V. Putin.
The law refers to sanctions for participation in construction of Russian export pipelines, with this the participation means investments in the amount of one million dollars as a one-time payment or five million dollars invested during the year. These are miniscule sums for the pipeline projects normally costing billions of dollars, publication says.
The bill also provides for sanctions for assistance and cooperation with Iran and the DPRK. For example, those who supply weapons to Iran, involved in maintenance of Iranian technologies and helps the military to develop it are threatened with restrictions. Separate sanctions are provided for the Islamic Revolutionary Guard Corps (IRGC), which are the special units of the Iranian Armed Forces, and foreigners cooperating with the IRGC.
As for the DPRK, the section devoted to it also touches on Russia. Now the president will, over the next 180 days and then every year within five years’ period, be required to provide the congressional committees with a list of port and air harbors operators contributing to imports to or exports from the DPRK, thus, violating the UN sanctions. The White House will also have to analyze the activities of a number of ports in China, Iran, Latakia and Tartus ports in Syria, as well as Russian ports of Nakhodka, Vanino and Vladivostok seaport for compliance with restrictions against the DPRK, TASS reports.
